A significant $7.2 million refurbishment of Craigie Leisure Centre was the large ticket merchandise within the City of Joondalup’s 2021-22 budget that councillors unanimously adopted on Tuesday night time.

Mayor Albert Jacob mentioned this yr’s budget had one of many City’s “most ambitious capital spends”, with a complete capital expenditure of $52.9 million.

It additionally has a complete working expenditure of $161.6 million, which incorporates $66.2 million on worker prices, $55.2 million on supplies and contracts and $31.9 million in depreciation.

However, it additionally features a 0.9 per cent improve in charges, which equates to a rise in income of $1.9 million, taking the whole to $100.7 million.

Corporate companies director Mat Humfrey mentioned the City’s resolution final yr to cut back its charges earnings by $5.3 million in response to COVID-19 had a “significant impact” on its working place.

He mentioned whereas this yr had a small charges improve, and there was a “marginal improvement” within the working place, it might not restore the City to the place it was in 2019-20.

He mentioned whereas the City was in a “good financial position, the operating results are not sustainable in the longterm”.

However, Mayor Albert Jacob mentioned the council and City administration had labored laborious to ship a budget that was achievable regardless of the working challenges.

“When you consider the vast majority of our ratepayers will be paying less in their rates charge than they did two years ago, coupled with one of the most ambitious capital build programs the City of Joondalup has ever seen, I believe this is a very good budget,” he mentioned.

“We are also paying down the very small amount of debt we have left, we have very healthy reserves and we are running with a cash surplus.”

This yr’s budget additionally continues measures to mitigate the impression of COVID-19.

“COVID-19 measures to stimulate the economy by investing in infrastructure remain particularly important, with building costs likely to escalate in the next three to four years,” he mentioned.

“Most of the infrastructure we are investing in was on the books anyway, and it’s not going to get cheaper.”

Mr Jacob mentioned the budget had a “suite of projects, big and small, for everyone in our community” reminiscent of $200,000 for a parkour discipline at Whitfords Nodes, $210,000 for BMX monitor upgrades, $15,000 for a consuming fountain at Gibson Park “for man’s best friend”, $40,000 for a playspace at Macaulay Park, Duncraig and $52,000 for lighting on the Mirror Park skate park in Ocean Reef.

While deputy mayor Russ Fishwick mentioned it was a “responsible budget in the current economic environment”, Cr Russell Poliwka once more raised considerations with the City’s worker prices and particularly the wages of “high level management”.

“I’m concerned we’re not doing the hard yards where we need to. We could have had a 0 per cent rate increase,” he mentioned.

“The budget is good but we can do better. Now we have the opportunity to get stuck into the expenditure over the next 12 months.”

Cr Suzanne Thompson even issued an apology to ratepayers.

“I did attend all six sessions and I tried my best to come away from the process with absolute confidence that we are delivering the best value for our ratepayers and I still don’t know if we are or when we examined where efficiencies could be found,” she mentioned.

“I don’t know when the ideas for reducing costs were put forward. And maybe I should have done it but I didn’t feel sufficiently across the operations and how they run to say where such savings could be found, even after six budget sessions.

“Therefore, I apologise I can’t be more confident in what we’re putting forward. It has a lot of merit but I hope next year I can say we are delivering all the efficiencies.

“We are a service organisation. To save money, we have to reduce services,” he mentioned.
